There's no one making girl clothes for boys that I know of, but I play Sims 2, ao I can't be 100% sure...

Yes. See also Bloom's website. Bloom mentions a program that converts clothes, F to M. He has a seperate website and one at Insiminator as well. (.com, .org or .net) He provides basic, starter clothing and a mod that eliminates the neck space that most conversions produce.

Bloom is a seasoned creator that can also be found at insiminator.org and modthesims.com He does walk people through F to M conversions, as mentioned on Simmergirl in the past. He can also be found at his own site, Bloom's Base - for directly downloadable TV/TG content.
I don't (highly) recommend F to M conversions in S 3, because there is no way to change the voice that I know of, although considerable time has passed, since I was last interested in that. You can modulate the voice to the upper ranges of maleness in the game, but it sounds odd to me. What I've done, in the past, is turn the sound off and play the radio, or cable radio. Perhaps a CD. If you're only looking for TV Sims 3ers, then you're in business.

There are a few clothes for the gurls but not many. Boots that have been converted so that males can wear them don't look right small gap in the ankle area

Any S 3 clothing? Yes. At Mod the Sims dot com, see Sims 3, then programs, then search for the CTU, and follow instructions posted, and ...enjoy.
An incorrect impression seems to have been created, and there are indeed shoes/heels/pumps and boots that can be worn by TG/TVs that have no ankle gap. This does involve fitting the right mesh and not using female shoes that have not been converted. For example, Bloom's Base dot com has them, to start you off. The CTU program, from Mod the Sims does convert shoes, heels, boots to both male or female. Yes, I have used it and it does work.
